Library Rules1. Introduction1.1. This document is AUCA Library rules, which apply to all students, faculties, staff and persons, which fulfill an educational activity and researches. 1.2. Main goal of this document is set force AUCA policy regarding of using information resources, which are collect ed in the AUCA Library. 2. General provision2.1. Library is an important university structural division and it functions under the character of scientific, informational and educating institution. Library supports education process and academic, pedagogical and research activities of the University by means of accumulation, storage and provision of open access to academic, scientific and other materials that make up library informational collections in the form of hard copies as well as on electronic carriers. 2.2. Library collections are the property of the university. 2.3. Library functions on the basis of Provisions on AUCA Library approved by AUCA President. 3. Library rules for information service provision 3.1. AUCA students, instructors, and staff are granted the right to use library free of charge. 3.2. Students from Preparatory department, students who take certain courses in AUCA, AUCA Alumni, representatives of other organizations and institutions who have signed contracts with AUCA possess the right to use AUCA library collections on the basis of library deposit provision and by means of Contracts on informational services provision. 3.3. Patrons are served only after they present their library card without which a patron does not have a right to use library collections. 3.4. When library card was lost for the first time, a patron pays a fine in the amount of 25 soms. If the card was lost for the second time, in that case the fine will comprise 200 soms. 3.5. A patron does not have a right to pass the library card over to another person. 3.6. An individual can be registered in the library after the presentation of any identification document or: А) AUCA students are registered on the basis of the list attached to enrolment order provided by AUCA Registrar Office after a student fulfills library registration form. B) Staff and faculty (full-timers) are registered on the basis of hiring order from Personnel Department. C) Faculty (part-timers) are registered on the basis of hiring order from Personnel Department and guarantee letter from the program head. 3.7. When registering in the library a patron should get acquainted with Library Rules and confirm the commitment to follow them by signing registration form and library card. 3.8. Library patrons possess a right to loan books for home use on a temporary basis, use literature search devices, and above all turn for consultations and receive other informational services. 3.9. Depending on category users (students, faculty, staff) have limitations for the amount of books for home use and also for literature circulation period: А) Basic textbooks that are available in the sufficient amount are loaned for 1 semester not more than: 8 items | for full time students | 2 items | for part time students | 6 items | for students from preparatory department | 10 items | for full-time faculty | 4 items | for part-time faculty | 5 items | for staff |
Б) Reference literature, literature in a single exemplar and literature from "Core Collection" is loaned for the period from 1 to 3 days. Patron has an opportunity to prolong the loan period by phone if the literature is not in demand among other patrons but only up twice. В) Dictionaries, reference books, encyclopedias, rare and valuable volumes are intended for use only in reading rooms. In exceptional cases these editions can be loaned to patrons for the night after 20.00. In that case these editions should be handed in not later then 9.30 next morning. Г) Periodicals, video and audio materials are loaned only for AUCA faculty for the period of 2 days with an opportunity to prolong the loan period only up twice. Д) Library imposes fines for breaking the procedures of books loaning of the AUCA Order №216 from November 3, 2000. 3.1. Limitation on the amount of books for home use: А) For full time students- up to 12 . Б) For part time students and students from preparatory department- up to 6 items В) For AUCA Alumni - up to 2 volumes Г) For AUCA full time faculty - not more than 20 items Д) For AUCA part time faculty - not more than 10 items Е) For AUCA staff - not more than 5 items 3.2. Entering in to the Library Collections wearing coat, with bag and outside (checked out or from other libraries) books is not allowed. 3.3. No refreshments or food of any kind shall be consumed anywhere inside the library. 3.4. Keeping in mind that the library is a place of individual study and research, members should maintain an atmosphere of dignity, peace and silence within the library premises. Patrons have to respect that learning is a civic virtue that must be honored with silence in our library. 3.5. Silence must be observed in Quiet reading areas of the library and readers must avoid any behavior disturbing to others. 3.6. The use of mobile telephones is prohibited with in the library. 3.7. Seats may not be used for prolonged periods. Library staff may clear away any personal property left on tables in order to make seats available to other readers. 3.8. The Library is not responsible for the lost of personal property brought into the premises. 3.9. All members of the library staff are empowered to enforce discipline in the library. 3.10. No group discussions or meetings will be permitted in the Quiet reading room (East Hall) and West Hall reading room. 3.11. Destroying equipments would be penalized. 4. Rights and obligations of patrons Patron has a right to: 4.1. A patron has a right to use: library search devices, library reading rooms and other library services free of charge. In addition, patrons have open access to library volume collections. 4.2. As indicated in Library Provisions, articles 3.1 - 3.10 a patron has a right to loan books for home use on a temporary basis. 4.3. A patron has open access to library electronic resources from all the library and university computers. 4.4. A patron has a right to turn for consultation, to make informational enquiry or to participate in conferences and trainings conducted by the Library. 4.5. A patron has a right to make comments and offer suggestions on library improvement. A patron is obliged to: 4.6. To treat library items such as volumes, printed and other materials from library collections with caution. Do not make any remarks in it, do not tear pages out and do not make dog-ears. Causing damage to library materials is a serious disciplinary offence. 4.7. Do not take non-registered items off from library premises. 4.8. To return library materials in time according to the set periods. To return all the materials taken for home use by the end of the academic year (by the 5th of June). Fines are calculated from 5th of June to the day when patron returns the books on the Library. 4.9. When taking books and other materials carefully look through the editions and in case if some defects are discovered inform a librarian about that. 4.10. Maintain strict discipline and silence in the Library. Always behave without disturbing the others. 4.11. To observe silence in reading rooms. Meeting and discussions in the Quiet reading room (East Hall) and West Hall reading room are totally prohibited. 4.12. Librarian is entitled to require to leave the room from student in case of making noise. 4.13. Student must present his/her library card or to tell his/her surname and name in case of repeated remark and/or in case if student refuses to leave the room. Librarian is entitled to report to Dean on Students Affairs on taking measures in Student Senate on case of making noise by the student in Reading Hall. 4.14. Mobile phones must be switched off before entering the Library quiet zone. 4.15. When leaving the university return to Library all the loaned materials and hand in the library card. 4.16. Patrons who caused damage to library collections bear material responsibility. 4.17. If a patron loses a library item he/she will be obligated replace or pay three times the price of the original copy for lost items or, replace with latest (revised) edition/version of the original copy or other material, the importance of which to be approved by the acquisition librarian. But if the material is out of print or reproduction, the charge would be five times the price of the original or to change it by another one, which is considered by library as the equal. 4.18. Readers must leave the library before closing time 5. Library rights and services Library has a right to: 5.1. To execute the acquisition of informational resources on the basis of requirement lists submitted by university programs. These lists are composed according to the needs of university academic programs. 5.2. To define the procedures on access to library resources in concordance with approved provisions and regulations. 5.3. To perform control over the lending and return of library materials, to take adequate measures towards library rules disturbers among them to deny a right for access to library resources for the periods set up by administration. 5.4. All members of the library staff are empowered to enforce discipline and silence in the Library.5.5. To introduce changes into Library Rules and then submit them for the approval of university administration. Library provides the services: 5.6. To inform library patrons on the wide range of provided services. 5.7. To provide its services on a proper level and provide patrons with scientific and academic materials and other information in hard copy as well as in electronic format. 5.8. To perform accounting, storage and effective use of library volumes, and materials in electronic, printed and other formats in accordance with the set rules to assure its safety and rational use. 5.9. To lend books to patrons and watch that the books are returned in time.
